Joint Justice committee agrees to send revised recommendations to standing committees

The Office of Legislative Council proposed that standing committees be asked to examine Raise‑the‑Age implementation (including staffing, IT and facility implications), to reassess the composition and viability of the Coordinated Justice Reform Advisory Council, and to seek updates on restorative justice resourcing, pretrial supervision expansion plans and implementation of the 11‑15 Medicaid waiver. Committee members amended phrasing (for example, asking DIVA for recommendations rather than directing service delivery changes) to avoid overreach into executive‑branch operations.
Committee members also asked that standing committees determine the cadence for receiving updates — several suggested aligning updates to the committees’ own schedules during the next session rather than prescribing a fixed monthly cadence in the letter. After further language edits and confirmation the chair asked members if they would send the letter; multiple members answered “yes” and the chair indicated the letter would be finalized in January and sent to the standing committees of jurisdiction.
The committee did not adopt mandated reporting frequencies or new statutory requirements at the meeting; this was a recommendation letter to standing committees and the final text will be circulated for signatory approval in January.
