Greene County adopts 2025 budget, keeps millage level and approves $1.84 million bridge contract

Greene County commissioners on Thursday adopted the county2025 unified budget, set property tax millage rates unchanged from 2024 and approved a $1.84 million contract for bridge work on Routes 73 and 75.
The board voted to adopt the county general fund budget for 2025 along with the liquid fuels, 911, tourism and domestic relations funds. The act 13 allocation received in 2024 is noted on the cover sheet for the 2025 budget, county staff said during the meeting.
In a separate action the commissioners set the 2025 millage rates for Greene County at 8.543 mills for the general fund, 0.409 mills for debt service and 0.083 mills for the library fund; the board stated these rates are unchanged from 2024.
Transportation items consumed significant time on the agenda. Commissioners approved Supplement No. 4 to a PennDOT project covering construction consultation costs of $77,605.12 to be paid with PennDOT grant funds. The board then approved a contract with Frank Gavlik & Sons Inc. to construct Greene County bridges 73 and 75 for $1,841,008.48; the contract is subject to PennDOT and solicitor approval.
The meeting also included votes to incorporate state fiscal-year human-services budgets (mental health, IDD, drug and alcohol, transportation and children-and-youth services, adopted at the start of the state fiscal year on July 1, 2024) into the county2025 unified budget.
Conservation and land-preservation business included approval of a recommended easement purchase for Gregory L. and Cheryl D. Andrews on a 96.35-acre parcel in Cumberland Township. The parcel was offered at $3,000 per acre (total $289,050); the Commonwealth of Pennsylvania will pay 90% ($260,145) while the county will pay 10% ($29,905). The Greene County Farmland Preservation Board recommended the easement and the commissioners approved solicitor review and purchase.
Other items the board approved included the closeout resolution for the Wise Carver Connector Trail grant; multiple purchase-of-service agreements for children-and-youth services with the Bayer Foundation of Pennsylvania and George Junior Republic (FY2425 rates noted on the agenda); a Savin maintenance and service agreement coordinated with the PA District Attorneys Institute (no additional cost to the county); and awards for dirt-and-gravel and low-volume road projects with specified match amounts.
The meeting adjourned after a brief public-comment period with no speakers; the salary board convened immediately afterward to consider personnel matters.
