Crawford County seeks DCED MAP grants and $764,046 ARC application to fund workforce training, planner positions

Crawford County planning staff on Dec. 18 presented a package of grants, contracts and staffing requests intended to advance workforce, blight mitigation and comprehensive planning work.
Staff detailed two Municipal Assistance Program (MAP) grants with the Pennsylvania Department of Community and Economic Development: a $34,090.50 grant for the Crawford-inspired character area toolkit and a $46,674.55 grant for a Crawford-inspired data hub and blight project. Planning staff said portions of those grants would help cover portions of two new planning positions — a Planner 1 and Planner 2 — that the office asked the board to create to support increased project work.
Staff also asked to ratify the final invoice from Michael Baker International for $21,672.47 for the county’s comprehensive plan and noted smaller purchases and subscriptions for office use (a Samsung projector, a DWG 36-inch contact scanner, an Otter AI annual subscription at $240 and an Adobe Creative Cloud license). Planning staff additionally requested permission to submit an Appalachian Regional Commission application for $764,046 to fund phase 1 of a local-industry fundamental training program focused on precision machining equipment at Allegheny Lab for Innovation and Creativity and at Crawford Tech.
What happens next: Commissioners asked questions but took no separate vote on the ARC application or the creation of the planner positions during the work session; staff indicated the MAP grant resolutions and vendor invoices will be brought forward for ratification at a following session or formal meeting.
