Boyle County Fiscal Court approves transfers, advances ordinance and settles joint-jail account

Tom Ellis, serving as judge executive pro tem, presided over Boyle County Fiscal Court where members approved a series of routine financial and procedural items and advanced a local ordinance.
The court unanimously approved the prior meeting minutes after a motion by Magistrate Colin and a second by Magistrate Barry Harmon.
The court approved budget transfers including a $5,000 motion to adjust departmental budgets (mover: Magistrate Jamie Gay; seconder: Magistrate Jason Cohen). The interim treasurer presented cash transfers totaling $810,000 in proposed moves: $500,000 from an interest-bearing account to the general fund; $200,000 from the general fund to EMS; $100,000 to the jail; and $10,000 to fleet. Members moved and seconded the transfer and the court approved the cash transfers.
Bills totaling $188,353.60 plus an add-on of $387.72 (grand total $188,741.32) were presented and approved following a motion and second.
On ordinances, the court heard the second reading of Ordinance 4 60.3, described in the packet as "an amendment to ordinance 4 60 relating to the establishment of tourist commission and levying transient tax." The only change noted from first reading added language to require rentals booked through online travel companies to remit the transient tax. Magistrate Gay moved approval of the overall document and Magistrate Cohen seconded; the court approved the second reading.
The jail committee recommended reimbursing Mercer County the balance owed from a joint-jail restricted account—an account previously funded by both counties—and transferring the remaining restricted-account balance into a Boyle County jail savings account. The court approved the reimbursement and transfer after committee members explained the savings account will be maintained for anticipated future jail needs.
The court adopted a proclamation declaring October 2024 Domestic Violence Awareness Month (read by Tom Ellis) and heard from a victim advocate about an awareness event this evening at Weiser Grove Park.
The court voted to enter executive session under KRS 61.81 to discuss a property purchase; after returning to open session the court said no action was taken in closed session.
The court closed with announcements and then adjourned.
