10 Addison County towns awarded MERP funds; commission urges acceptance by Dec. 16

Staff told the commission that 10 towns in Addison County received nearly $3,000,000 in Municipal Energy Retrofit Program (MERP) funds and urged any recipient towns to ensure their grant acceptance paperwork reaches the Vermont Buildings & General Services (BGS) office by Dec. 16 to preserve awards. Adam listed towns he believes are recipients — Orwell, Ripton, Lester, Starksboro, Goshen, Ferrisburg, Virgins, Bristol, Bridport and Whiting — and said awards vary, roughly from $100,000 to $500,000 depending on the municipality.
Adam said the bond bank has received $40,000,000 to support energy improvements for municipal buildings as a low-interest loan option for towns that did not receive MERP awards. He asked select boards to sign and return grant documents promptly. Fred Kenny suggested applicants request email receipts from BGS on submission, saying several applications in a different BGS program were allegedly not received in a past incident; Adam agreed that requesting a receipt was a good safeguard.
Commission staff emphasized that towns which miss the Dec. 16 submission deadline risk losing the MERP funds allocated to them. No formal vote was taken — this was an informational and administrative reminder with practical next steps for towns and select boards.
