Regents consider $120M KU architecture program statement and authorize Rock Chalk Park acquisition

The committee considered a University of Kansas program statement for a three‑phase School of Architecture and Design project with an approximately $120 million program cost. KU officials described phase 1 as approximately $60 million, with the project contingent on state debt authority for bonding and on philanthropic fundraising to meet match requirements.

KU staff said the debt service would be supported from general use funds and program fees tied to the school, and they described scenario planning and stress testing to address enrollment risk and ensure capacity to service debt under multiple enrollment scenarios.

The committee also considered a request to authorize acquisition of Rock Chalk Park, a decade‑old athletic complex developed with endowment support; KU said endowment initially built the facility and the long‑term intent is university ownership. The presentation noted long‑term cost measures and that the facility had not paid property taxes while under the prior structure. The committee approved the acquisition; Regent Dicus recorded an abstention due to an association with KU.

Vice President Frisbie then reviewed requested changes to FY26 appropriation language—technical fixes, carryover authority for unspent capital SGF for one year, implementation authority for the Campus Restoration Act, and a request to stop transfers from an obsolete federal fund—describing technical and policy clarifications staff will ask the legislature to adopt.
