Municipal Order 35‑2024 approved a 2.5% COLA for eligible annuitants of the closed Owensboro Police and Firefighters Retirement Fund; staff said that closed plan has about 20 members and that obligations are funded from the general fund.
The commission also approved Municipal Order 36‑2024, authorizing the mayor to execute an application for up to $450,000 in grant funding through the Cabinet for Economic Development to support Owensboro Municipal Utilities in serving a local company's expansion (discussed as "Miss Can"/MisCan). Staff said the city would act as a pass‑through and have no additional obligations if the grant is awarded; the grant would cover about half of the water line cost needed for the expansion.
Other business included first readings for an alley closure ordinance and an alcohol code amendment (Ordinance 18‑2024, which passed on second reading) that expands alcohol sale hours for St. Patrick's Day when it falls on a Sunday and creates a limited golf course license. Personnel appointments and the filing of the October financial report were approved. The meeting concluded with routine commissioner communications and adjournment.
