Owensboro approves application for $7 million HUD grant to expand affordable rentals

Owensboro — The Owensboro Board of Commissioners on Sept. 17 approved Municipal Order 27-2024 authorizing the city to apply for $7,000,000 from the U.S. Department of Housing and Urban Development’s Pathways to Removing Obstacles to Housing program.
City Manager Nate said the proposed funds would support construction of new affordable rental units and rehabilitation of existing properties to provide housing for low- to moderate-income residents. He told commissioners there is no local match required for the application; the city previously applied for $10 million last year but was not funded and is pursuing a more modest proposal this round.
Commission discussion focused on how the city would allocate funds if awarded. Staff said they would issue an RFP to developers to solicit proposals detailing how many rental units could be produced and at what cost. The municipal order passed on a voice vote.
