Sam presented the academic year 2025 performance‑report template and rubric, walking the BASC through component scoring and evidence requirements for gateway math offerings, co‑requisite supports, corequisite English composition, course placement measures, systemwide placement measures, and degree maps (including general‑education coding).
Sam described each rubric component’s point values (often 5 points for presence of required items, with half‑points possible) and asked institutions to provide links or screenshots as evidence that gateway courses and co‑requisite supports will be offered by the required terms. The proposal also asks institutions to describe plans to implement full scale by fall 2026 and to estimate sections and student counts where applicable.
Given the level of detail, the committee agreed to table the item to the next meeting to allow members additional time to digest the rubric and supporting materials. The motion to table was seconded and passed by voice vote.
