Boyle County fiscal court approves transfers, appointments and zoning change; adopts first readings

It approved intra-department budget transfers, and a package of cash and interfund transfers, including $750,000 moved from the general fund into an interest-bearing account and interfund moves of $100,000 to roads, $400,000 to the jail, $200,000 to EMS and $10,000 to fleet.
The court approved payment of bills totaling $3,834,259.65.
On appointments, the court reappointed Emergency Management Agency Director Brian Cowell to another two‑year term; it approved Steven Mays’ appointment to the Parksville Water District (term through 01/01/2029) and reappointed Susan McGilligan to the Convention and Visitors Bureau (term through 12/31/2027). Certificates were issued and motions carried by voice vote.
Land-use action: the court approved a zoning map amendment to rezone a roughly 5‑acre parcel at 4637 South Danville Bypass from agricultural to light industrial to allow relocation and potential expansion of a contracting business (applicant identified in the record as Timberton Properties LLC, with operation by Dawson Horkey). The planning commission recommendation included a condition barring manufacturing, distillery or brewery use on the site.
Ordinances and readings: the court adopted first reading of an animal-control ordinance (recorded as “8 42.2”) that adds a prohibition on selling cats or dogs in many public spaces while explicitly exempting animal-rescue organizations and shelters showcasing animals for adoption.
