Boyle County Fiscal Court approves routine transfers, renews contracts and adopts occupational license fee ordinance

The Boyle County Fiscal Court on Sept. 24 approved a package of routine fiscal items, renewed service contracts and adopted an occupational license fee ordinance on its second reading.

Clerk and finance staff presented routine financial business, including budget transfers (accounts referenced during the meeting) and cash transfers that included $210,000 from the general fund to the county’s EMS fund and $7,500 to the county fleet fund. The court approved the transfers and the monthly bills; the clerk reported a final packet total of $898,210.33 after an added invoice.

On ordinance business the court completed the second reading of an occupational license fee ordinance that charges 5% on net profits with a $25 minimum. Commissioners clarified that a 5% rate on zero remains zero but the ordinance establishes the $25 minimum; the court approved the ordinance on the second reading by voice vote.

The court also renewed a one-year contract with New Vista for services to the jail at $4,500 per month. County staff described the contract as providing a qualified mental health professional, a case manager and telehealth capability; the contractor paid for the telehealth equipment. The renewal was approved by motion and voice vote.

Other procedural actions included approval of years-of-service recognitions and adoption of the Boyle County Fire District tax rate at 10¢ per $100, which staff said has not changed since 1954.

All motions reported during the meeting passed by voice vote unless a recorded roll call was indicated. The court’s agenda item on an addendum to the animal care/humane society agreement was tabled to allow the animal control committee to review recommended changes and return the item for consideration at the next meeting.

The court adjourned after magistrate reports, community updates and memorial requests.
