Fiscal court approves grant applications, road adoptions, appointments and a golf-cart purchase

The Madison County Fiscal Court approved several resolutions and routine actions at its Nov. 12 meeting.
Grants and subawards: Jill presented Resolution 2024-109 authorizing application for BISSELL Pet Foundation 'Empty the Shelters' grant funds (local match not required). The court approved the resolution by roll call. Jill also presented Resolution 2024-111, a subaward agreement using State and Local Fiscal Recovery Funds (SLFRF/ARPA) to Southern Madison Water District to support drinking-water and wastewater infrastructure; the court approved the subaward and authorized the judge executive or designee to execute related contracts.
Roads adoption: Road Supervisor Scott presented Resolution 2024-110 recommending county adoption of several Shiloh Point subdivision road segments (including Falcon Crest Drive, Falling Waters Lane and Stone Ridge Drive). Members confirmed the adoption would extend an existing CR number and that this action would complete the described section of Shiloh Point. The court approved the resolution by roll call.
Appointments: The court approved appointment resolutions for Cooperative Extension board terms (Victoria Farrow and David Pigg) and appointed Ryan Robinson to the Madison County Board of Adjustments (Resolutions 2024-112 through 2024-114).
Golf carts procurement: Gary, the Battlefield Golf Course director, presented a bid award for a golf cart purchase package and recommended Lads Golf and Turf LLC. The package — described in the resolution as 56 golf carts and one utility vehicle — was approved by the court. Gary and members discussed the decision to buy rather than lease (which the director said would save roughly $40,000 over lease fees and preserve resale value) and the county’s capacity to perform routine maintenance in-house while relying on vendor service for major repairs.
Personnel, operations and community items: The court approved personnel status changes and hires presented by Jill. Scott reported results from a regional tire-collection event (about 36,510 tires collected in 2024 versus 15,862 in 2021). The fire chief noted a smoke-alarm installation drive and provided a sign-up phone number for residents needing free detectors.
Next steps: Resolutions were implemented by court approval; county staff will execute contracts and make necessary signage/website updates and continue routine procurement and maintenance work.
