Boyle Fiscal Court approves transfers, bills and multiple contracts including jail-related agreements

Boyle County Fiscal Court on Aug. 13 approved a package of fiscal actions and contracts covering routine transfers, vendor contracts and jail-related agreements.

Treasurer Shannon outlined $38,555 in budget transfers and four cash transfers: $208,011.73 from the general fund to the jail to cover the June jail contribution; $9,031 moved from the oil jail fund back to an unrestricted jail account for equipment no longer needed; $100,000 from the general fund to EMS; and $5,000 from the general fund noted in the record as to "sleep". The court approved the transfers on motions and voice votes.

Finance reported a bills packet and tax distributions. The treasurer said tax bills include $1,548,870.80 to the city of Danville and $1,198,288.56 to the county general fund. After adding a security-deposit reimbursement and the Republic Services trash bill ($48,761.55), the session recorded a grand total of $3,342,565.02; the court approved the bills packet unanimously.

Contracts approved or acknowledged:

- Fleet vehicle: the court approved purchase of a Dodge Ram 2500 (gas engine) for fleet management at a state-contract price of $48,500; members discussed surplusing the existing older truck (2008, >100,000 miles).

- Roofing: Mulberry Builders was awarded a contract to replace three roofs at Constitution Square for $79,001.75 (budgeted at $80,000); the court approved the contract and confirmed payment details would be managed per the contract terms.

- Old Stamford Road surveying: the court approved a surveying contract for that road in the amount of $13,700, charged to professional services in the budget (line item 0191030900 cited in the record).

- Jail-related funding and agreements: staff presented a contract tied to House Bill 556 (motion approved). Separately, the court approved a SAP agreement stated in the record at $302,005.32 covering a term through 06/30/2026; staff said the SAP subsidy helps programs including a local Shepherd's House arrangement and advised members that some contact fields in the contract used older judge/executive information that would be corrected. The court also approved a health-department agreement for jail services that removes Mercer County from the prior joint arrangement and binds Boyle County to the updated contract.

During discussion staff noted prior revenue estimates tied to jail services ($360,000 reported earlier) that were lower in the final accounting ($302,000 reported); members asked for further review. The court also directed staff to continue auditing restricted accounts tied to the jail and related interjurisdictional accounting as the Mercer County run-out proceeds.

Outcome: motions for the listed contracts and transfers carried on majority/voice votes; most approvals were unanimous. Several items included follow-up requests for corrected contract details or further review of Shepherd's House arrangements.

What’s next: staff indicated further administrative cleanup (correcting contract contact info, auditing restricted accounts and reviewing program partnerships) and will return any items that require additional action to the court for final approval.
