Madison County Fiscal Court approved Ordinance 2024‑19 on second reading Thursday, amending the official zoning map to reclassify the property at 1978 Boonesborough Road from agricultural (R and RC7) to UC1 single‑family residential.
County planning staff summarized the planning commission’s findings of fact and confirmed proper public notification under Kentucky Revised Statutes. The planning commission unanimously recommended approval following a public hearing and staff reported that the rezoning conforms with the county’s comprehensive plan.
Preston Worley, speaking on behalf of the applicant, told the court the developer has completed a traffic study that concluded the proposed rezoning would not have a material impact on the state highway, but that "at full build out, it could merit and warrant a left turn lane" and that the applicant is working with the state highway department on that issue. Commissioners noted the state highway department typically decides whether a dedicated turn lane is required based on traffic volumes, sight lines and speed limits.
No members of the public spoke at the second reading. The court moved and seconded the ordinance and approved it on roll call; one member's vote was recorded as an abstention during the roll-call sequence recorded in the meeting minutes.
