Fiscal court approves ARPA water subawards and joins regional economic development authority

Madison County’s Fiscal Court on Oct. 22 approved multiple resolutions allocating American Rescue Plan Act (ARPA/SLFRF) funds to local water and wastewater projects and authorized county participation in a regional economic-development authority.
Staff (Jill) presented Resolution 2024-106, a subaward agreement committing SLFRF funds to the Kirksville Water Association for drinking-water/wastewater infrastructure projects; the court approved the resolution by roll-call vote. The court then approved Resolution 2024-107, a subaward to the Madison County Utilities District that magistrates said supports a project to replace Cedar Creek pump stations. County members discussed that the award amounts include an approximate $1.5 million allocation for the pump-station replacement and that the awards are intended to use federal recovery funds to address infrastructure needs.
Separately, the court approved Resolution 2024-108 to join an interlocal cooperation agreement forming the Central Kentucky Business Park Authority, a regional industrial-development authority with Lexington-Fayette, Scott County, Berea, Georgetown and Richmond. Magistrates debated the approach, with supporters saying the authority is a long-term economic-investment tool that can generate jobs and diversify revenue without raising local taxes and opponents urging caution. The resolution passed by roll call; the judge said the other jurisdictions are scheduled to vote in the coming days.
County staff said action on the resolutions authorizes the judge executive to execute agreements and that related contracts and engineering work will follow.
