Fiscal court backs interlocal agreement to form Central Kentucky Business Park Authority

Madison County Fiscal Court on Nov. 26 approved an interlocal cooperation agreement to form the Central Kentucky Business Park Authority, a regional industrial development authority intended to advance a business park located in Madison County.
The resolution appoints the county Judge Executive as Madison County’s authorized representative to enter the agreement, names Glenn Jennings and Jeff Fultz as Madison County’s board members, and authorizes the Judge Executive to sign documents necessary to form the authority. The resolution supersedes a prior county resolution identified in the draft.
Magistrates asked about the proposed authority composition (six members proposed) and startup expenses. The Judge Executive said he expects startup costs to be minimal but did not provide a firm dollar amount and said he would report back with specifics. The court discussed a congressional earmark associated with the project; Judge Taylor explained that the earmark’s applicant was Scott County and that federal funding tied to that application must still flow through Scott County’s application as submitted to the congressional office. The court recorded the motion, second and a unanimous roll-call approval.
The court directed staff to circulate schedules of upcoming partner meetings and vote dates so magistrates could attend other jurisdictions’ consideration of the agreement. No final budget or startup reimbursement amount was specified at the meeting.
