Madison County signs MOA with Bluegrass ADD for Safe Streets and Roads for All data collection

Madison County Fiscal Court approved Resolution 2024‑101 at its Oct. 8 meeting to enter a memorandum of agreement (MOA) with the Bluegrass Area Development District (BGADD) as part of the Safe Streets and Roads for All (SS4A) grant program. The MOA authorizes BGADD to provide data collection assistance, stakeholder guidance and public involvement support toward development of local road‑safety action plans through Aug. 31, 2026.
Scott (county staff) and several magistrates described this as a data‑driven effort that mirrors earlier local partnerships with the University of Kentucky to identify low‑cost safety fixes and signage improvements. One magistrate said the program’s crash‑data approach will help prioritize projects and support requests for improvements such as flashing lights or signage in high‑incident areas. The county’s GIS coordinator, Austin Bates, is listed as the local staff lead for collecting data under the MOA.
The court moved, seconded and approved the resolution and authorized the judge executive (or designee) to execute and negotiate contracts to implement the MOA. The county will receive training and assistance to document crash patterns and candidate safety improvements for Madison County roadways.
