Madison County hears two first‑reading zoning changes amid concerns about Union City Road traffic

Bert presented two separate zoning ordinances during the Oct. 8 Madison County Fiscal Court meeting: Ordinance 2024‑17 (4050 Irvin Road, Waco — UC‑7 agriculture to UC‑4 general business) and Ordinance 2024‑18 (2319 Union City Road — RC‑7 agriculture to RC‑1 single‑family residential). Both items had been considered by the county Planning Commission and were presented with findings of fact, notification steps and the planning commission’s recommendations.
For 4050 Irvin Road, Bert said the property fronts on U.S. 52, is part of the Madison County urban corridor and has adequate water and access; the Planning Commission made a unanimous recommendation to approve the zone change. Magistrates discussed sewer availability at Waco, potential state‑led road improvements on US‑52 and turn‑lane implications; Bert and others emphasized that site development plans and any required road changes would be coordinated with the state transportation cabinet.
Ordinance 2024‑18 drew extended discussion from magistrates concerned about Union City Road, drainage and the CSX railroad bridge curve. Bert noted the commission had reviewed flooding and drainage concerns and that the applicant’s engineer testified the Madison County Water System has sufficient capacity; the applicant proposed reconstructing and widening Dunbar Lane to provide acceptable access. One magistrate noted the planning commission vote on the item had not been unanimous and asked staff to prepare records and historical context for future deliberations.
Both zoning requests were acknowledged by the court as first readings and will return for public hearings and second readings at the next scheduled fiscal court meeting. The court reminded residents that draft copies of the ordinances are available on the county website and that written comments may be submitted to comments@madisoncountyky.gov.
