Madison County fiscal court reads ordinance to prohibit cannabis business operations; second reading set

Madison County Judge Executive Reagan Taylor read the first reading of Ordinance 2024‑16 on Oct. 8, a proposed county ordinance that would prohibit cannabis business operations within the county’s unincorporated jurisdiction under authority cited in KRS 218B.
During discussion, a magistrate identified as Steve said he supports medical cannabis use but described the ordinance as a local land‑use decision: “I’m personally a supporter of medical cannabis,” he said, adding the measure “just means that the county won’t have any locations,” not that access for qualified patients would be blocked. Judge Taylor told residents a draft of the ordinance is available on the county website and invited public comment by email ahead of the second reading at the next fiscal court meeting.
The ordinance text cited implementation steps including adoption of definitions, a prohibition section, a severability clause and a requirement that the county clerk publish the ordinance in accordance with the Kentucky Revised Statutes. The court acknowledged the first reading by motion and roll call; the ordinance will return for a second reading and adoption vote at the next fiscal court meeting, when the ordinance would, if adopted, become effective on the date of second reading and adoption.
