Public Works and planning staff described the county voucher proposal (targeting outside‑city residents who lack easy access to periodic city cleanup events) and explained operational controls: proof of county residency, voucher issuance tracked by address to prevent duplication, and coordination with city voucher programs to avoid duplication. The board authorized the pilot and directed staff to track usage and report results.
