Commissioners authorize executive-session language to discuss ambulance-service negotiations with Morrow County Health District

The Morrow County Board of Commissioners moved into an executive-session process to consider confidential information about negotiations with the Morrow County Health District on ambulance service coverage.
The chair read the statutory executive-session statement directing news media not to report deliberations and citing Oregon statutes protecting exempted records and attorney-client communications. "Pursuant to ORS 192.660(2)(f) to consider information of reference that are exempt by law for public inspection regarding negotiations with Morrow County Health District on the provision of ambulance service," the chair said (transcript reading).
The board then made and seconded a motion to approve the language of the draft governing the executive session and to authorize designated negotiators. That motion was seconded and carried. A subsequent motion to approve the general theme of the contracts presented — with an acknowledgment that some small details still needed work with the rural counties negotiating team and health districts — was also moved, seconded and approved.
Meeting participants noted the subject will be discussed in executive session and that no decisions may be made in executive session, consistent with the announced statutory limitations. The board returned to open session and confirmed the motions before moving into the executive session as announced.
No substantive contract terms or negotiation positions were disclosed in open session; the board’s actions in open session were limited to approving the draft language and broadly authorizing negotiators and contract themes so staff can continue confidential bargaining under the cited ORS exemptions.
