After closed session, Crook County delegates authority to counsel to prepare offer letter for county manager candidate

After reconvening from an executive session Nov. 6, the Crook County Board of Commissioners voted to delegate authority to Assistant County Counsel John Eisler to prepare and deliver an offer letter to the county manager candidate and to negotiate contract form.

The board announced the executive session under ORS 192.660(2)(a) to consider employment of a public officer or employee and permitted media representatives to attend but not to report deliberations. No decisions were to be made while in executive session. Following the closed session, County staff recommended delegating the authority to counsel to finalize offer language and negotiate contract terms; a motion to delegate was moved, seconded and approved by the board.

The board did not disclose the candidate’s name or contract terms during the open meeting. The action authorized counsel to complete the administrative steps necessary to extend an offer consistent with the board’s direction during executive session.
