The Candia Select Board on Sept. 23 voted to purchase two new voting machines and encumber the town’s share of the cost, reaffirmed the town’s investment policy, accepted a staff resignation effective Oct. 31, 2024, and voted to enter a nonpublic session under RSA 91-A.
Town staff reported that the contract for two voting machines totals $14,000 and that the state will cover $7,000, leaving the town responsible for $7,000. Town staff told the board the machines will not be ready for shipment until December and recommended encumbering funds now; the board approved the purchase by voice/roll-call vote. "The contract says it's for 14,000, but 7,000 the state will pay," a staff member said during the discussion.
On financial policy, the board reaffirmed the town’s investment policy (policy number referenced during the meeting) and set a tentative review date. Board members also discussed budget figures and insurance increases; staff cited an operating-budget figure of $4,199,990 during the review and noted the draft budget may be adjusted after the budget committee meets.
A resignation letter read at the meeting said, "Please consider this my letter of resignation effective 10/31/2024. As you know, I've been contemplating retiring for several months and have decided now is the time." The board moved to accept the resignation and approved the motion.
Other agenda items included a New Hampshire DOT resurfacing project that will close Exit 2 ramps for about a week in spring and require a detour that could cause morning congestion; the board said DOT will provide details closer to the work. The board also discussed requiring attorney responses to be provided in writing (email preferred) to create a paper trail for interpretation and billing; staff were asked to amend policy language and return with the change.
Before adjourning to a nonpublic session (citing RSA 91-A), the board reviewed community-planning items including Halloween-night logistics and a Garden Club request for a town letter confirming prior approval for a planting area. The board voted to enter nonpublic session per the RSA citation.
