At the start of scheduled business the City Council held a public hearing and acted on two landscape maintenance district annexations. The City Clerk opened two ballots, one for each annexation, both reported in favor of the assessments. The council adopted Council Resolution R202436, confirming annexation of Annexation No. 78 (Goldcrest, Track 20417) and Annexation No. 79 (Sierra Crest, Track 20442), overruling protests and ordering levy and collection of assessments beginning in fiscal year 2025-26. The clerk recorded the motion to adopt; the mayor called the vote and the motion carried.
On related items the council considered two second-reading ordinance actions that were presented at prior meetings and for which staff recommended waiving full reading and adopting by title. The council waived reading, directed the clerk to read by title, and adopted City Council Bill 02024-06, an ordinance establishing a small-lot home development chapter in Title 17 of the municipal code to permit residential small-lot development (up to 10 units as stated in the ordinance language). The council then took the same procedural action to adopt City Council Bill 02024-07, an ordinance amending chapter 17.11 to update the city's Accessory Dwelling Unit and Junior Accessory Dwelling Unit regulations in the Loma Linda Municipal Code.
All three formal items were approved on motions at the meeting. The record includes the clerk's read titles and the clerk's announcement that the motions carried; no roll-call tallies were entered into the transcript for these specific votes. No formal amendments were recorded on these items during the meeting.
Next steps: the ordinances were adopted at second reading and will be processed according to the city's normal ordinance filing and implementation procedures; the annexation assessments were ordered to begin in the 2025-26 fiscal year.
