Rochester staff asked the City Council on Dec. 17 to amend the FY2025 Community Development Block Grant (CDBG) annual action plan to allocate $23,982.75 in unassigned entitlement funds to bathroom upgrades at the James Foley Community Center. Ms. Wright, speaking for city staff, said the remainder of the project would be covered by the CDBG job‑loan fund and that combining the funding into one substantial amendment simplifies program administration.
Wright explained the city is an entitlement community under HUD and receives an annual CDBG allocation; the proposed reallocation draws on surplus unassigned funds to ensure projects move forward. On a separate but related item, staff proposed a $80,142 appropriation from the job‑loan fund to finance public building capital improvements. Wright said the job‑loan fund currently holds roughly $300,000 and that using a portion to address capital needs would not harm timeliness and would help the city meet HUD requirements.
No public speakers addressed the CDBG amendment at the hearing. Councilors asked staff procedural questions about funding sources and the federal entitlement; staff confirmed the program sourcing and application processes were explained in the packet materials. The items were presented for council consideration and further action as required by local process.
