Council clears multiple contracts, grants and license items; several engineering awards subject to IDOT concurrence

On Dec. 4 the committee moved a slate of public-works acceptances, construction-contract approvals and finance items to the consent agenda, including several project acceptances (Manatz $6.25M, Valley Construction $2.18M), HR Green engineering awards subject to Iowa DOT concurrence, and a motion to enter executive session on real-estate and litigation matters.
The Davenport City Council Committee of the Whole on Dec. 4 approved placing a broad set of items on the consent agenda and advanced multiple contract acceptances, engineering awards and grant agreements.
Public Works items moved to consent included acceptance of work under the East 50/Third Street reconstruction (Manatz, $6,247,308.68), West 80/Third Street and North Zenith Avenue extension (Valley Construction, $2,183,049.90), Lorton Avenue overlay/drainage improvements (Manatz, $628,048.33), West 40 Sixth Street reconstruction (CDMI Concrete Contractors, $436,686.89), West Thirteenth Street resurfacing (Langman Construction, $248,652.91), compost-facility aeration-trench replacement (Brant Construction, $229,776.20), and additional smaller acceptances and awards. The council also authorized engineering-service contracts for Protect grant flood-mitigation projects (HR Green; amounts noted in the agenda and subject to Iowa Department of Transportation concurrence). A $70,000 National Fish and Wildlife Foundation grant for the Goose Creek Park environmental restoration project was also accepted.
Under Public Safety and finance, the council read noise variances and liquor-license items (including an outdoor-premises update for Chill Vibes Lounge LLC) and moved them to consent with no public objections. The council later voted to enter executive session to discuss a real-estate transaction and litigation strategy under Iowa Code section 21.5 and adjourned from executive session following a roll call that recorded eight yes votes.
The consent actions will be formalized at the council session listed on the posted agenda.
