Davenport council sends proposed rules of order back to committee after public concerns

The Davenport City Council Committee of the Whole paused consideration of a proposed resolution adopting updated rules of order on Dec. 4 after extended public comment and council discussion about notice, streaming, and procedural language.
Multiple speakers from the public urged changes to the draft, including restoring five-minute time limits for agenda items, live-streaming and archiving public comments for accessibility, clearer language on special-session notice and abstentions, and attaching referenced procedural materials instead of incorporating them by reference. One commenter said, "The public is still being left in the dark," and another urged restoring longer speaking times for agenda items.
Council members echoed these concerns. Several aldermen said the draft needs additional work, attachments and clarity to avoid conflicts with Iowa open-meeting law or unintended consequences during council practice. Corporate counsel recommended that if the council wanted more work, the proper motion was to send the resolution back to the committee so the committee could incorporate comments and return a revised package.
Alderman Dopton moved to return the rules-of-order resolution to the Rules of Order committee for further review; the motion was seconded, and a roll-call vote recorded eight yes votes. The motion carried and the resolution will be revised with additional attachments and clarifications before returning to the council.
