The Davenport Zoning Board of Adjustment approved a special-use permit to allow retail alcohol sales at a convenience-store location in the City Center (CEC) zoning district at 102 E. Kimberly Road.
Scott Coates reviewed applicable business-licensing standards that applicants must meet in addition to zoning: a licensed premises must have more than one employee on duty unless an approved electronic security system is used; liquor must be secured in view behind the counter or protected by a surveillance system; licensees must keep contact information for a 24‑hour manager; public pay phones are prohibited; and interior alcohol display must not exceed 35% cubic volume. Staff reported the proposed space exceeds the 1,000‑square‑foot minimum and that one call of support was received from a property owner in the notice area.
Attorney Michael Malloy represented Mrs. Grewal and NG Stores LLC and said the applicant operates similar convenience stores elsewhere in Davenport and would comply with staff recommendations. With no public opposition at the hearing, the board voted to approve SU 20‑49 subject to the two staff recommendations: compliance with business licensing requirements and re-review on any change of ownership.
The board’s approval allows the applicant to pursue business licensing and to open once licensing and conditions are satisfied.
