Clay County sets 2021 maximum millage at current rate, schedules two public hearings

At a special meeting the Clay County Board of County Commissioners voted unanimously to set the 2021 maximum millage rate at the current rate of 8.101.
County Manager presented revenue estimates from the Florida Department of Revenue and summarized a net shortfall in certain local discretionary sales surtax receipts (about $819,567) that offset portions of expected ad valorem revenue increases. Staff described fund balances, contingency levels and a reallocation that adjusted internal fund splits to improve the health of a particular fund.
Commissioner Rollin moved to set the millage at the current leveled rate and to refer the public‑hearing resolution; a second was recorded and the board conducted a roll‑call vote. The chairman and all five commissioners voted in the affirmative, and the motion passed 5–0.
The board directed staff to hold two public hearings on the proposed millage and budget on Sept. 8 and Sept. 22 at 5:05 p.m. County staff said the proposed rate aims to keep budgets flat year‑over‑year and preserve contingency reserves in the 5–15% best‑practice range while recognizing revenue uncertainties created by the pandemic.
No changes to the sheriff’s budget or other constitutional budgets were adopted at this meeting; staff noted that meeting the sheriff’s request could push the millage above 9 if fully funded and that options exist to use CARES Act funds where appropriate.
The board did not finalize the budget at this meeting; the hearings will allow public input before any final millage adoption.
