Commissioners select Kimberly Horn to negotiate College Drive visioning charrette

The Board of County Commissioners heard presentations from two finalist firms on July 9 for the College Drive visioning and strategic charrette. GAI and Kimley Horn both presented public engagement and corridor planning approaches.
GAI (project manager Daniel Ashworth) emphasized corridordesign principles, safety and implementation. Kimley Horn highlighted community engagement, grant expertise and phased, low‑cost initial interventions (striping, murals) leading to longer‑term capital projects. Commissioners asked about local staffing, budget adherence and community outreach techniques.
After scoring, the board discussed differences and preferences (Kimley Horn’s emphasis on grants and economic development and GAI’s technical experience). Commissioners then unanimously agreed to rank Kimberly Horn first; staff will pursue negotiations and return a proposed agreement to the board for approval. Staff said the charrette component is expected to include on‑site public design sessions and community outreach, with at least one or two public charrettes scoped in the proposals.
The selection advances a planning stage that earlier produced a ULI TAP report on College Drive; the charrette will test ideas such as road diets, traffic calming and multimodal improvements, and will include an analysis of constructability, funding and phasing before final design work.
