Charles Markley, introduced by county staff as FCC’s corporate vice president for business development, said the firm’s ‘Third Eye’ telematics and onboard tablet systems were in place but initially not activated on routes in St. Johns, contributing to missed collections. “We make no excuses for that,” Markley said, adding that the systems are now activated and that FCC meets with county staff daily to address problems.
