Clay County adopts tentative millage and fiscal 2024‑25 budget; designates behavioral health center as AOD fund recipient

County staff explained the TRIM (Truth in Millage) process required by Florida statute and said the aggregate operating millage for fiscal 2024‑25 is proposed at 8.3766 mills — 6.32% above the rollback rate (7.879 mills) — with a breakdown across county services, unincorporated services, law enforcement MSTU, and fire control MSTU funds. The County Manager said the increases reflect updated revenue estimates, carryforward and specific expenditures including planned new fire‑station elements.
The board opened the statutorily required first public hearing on the tentative millage and budget, heard no in‑person public comments, and approved the three required resolutions by voice vote: adopting the tentative millage, adopting the tentative budgets (county and Lake Asbury MSBU), and designating Clay County Behavioral Health Center Inc. as the recipient for the county AOD trust fund for 2024‑25. The motions carried unanimously.
