Clay County delays vote on sweeping fee schedule after public and commissioner concerns

The Clay County Board of County Commissioners on Sept. 10 voted to delay action on a comprehensive fee schedule that would update hundreds of county fees and add several new charges.

The delay followed a public comment from Austin Nicholas of the Northeast Florida Builders Association, who asked the board “that we get a 6‑month delay to further review those fee additions and the increases with the commission and county staff.” Nicholas said some parks and building permit fees merited more community discussion.

County staff walked the board through department‑level changes. Parks and Recreation summarized clarifications to rental hours and a new tiered pavilion pricing structure, while building‑department staff explained a new $100 permit application deposit and an escalation of reinspection fees to $200 after a second inspection. Planning staff said comprehensive impact and mobility fees are automatically adjusted by ordinance and will take effect Oct. 1.

Several commissioners said the fee package was too large to vet on short notice. Commissioner Reinegar and others objected to the timing and scope, noting the agenda backup included extensive changes only recently posted. “There’s a lot to digest… I’m not sure the public had enough time to look at it,” one commissioner said during debate.

The board approved a motion to continue the item to the Sept. 24 meeting to allow additional departmental briefings and public review. Staff will prepare a concise summary of major changes for the public and return with the item on the consent agenda for that meeting.

What’s next: The fee schedule will return Sept. 24. Departments were asked to highlight the most significant changes for public review, and commissioners said they would compile specific items they want pulled or postponed.
