Clay County commissioners used their Dec. 10 session to act on a package of administrative and land‑use items. Highlights and formal outcomes are below.

Key actions and formal outcomes

- Annabelle Sandridge Community Development District (Item 16): The board approved establishment of the Annabelle Sandridge CDD under Chapter 190, Florida Statutes. The petition indicated roughly $30 million in public improvements (stormwater, roads, landscaping, amenities). Vote: 5-0 to approve.

- Fleming Island PUD rezoning (Item 18): Denied after extended public hearing. (See separate article on the Fleming Island rezoning denial for details.) Vote: deny 5-0.

- Comp plan and zoning items along SR 218 / Clay Hill overlay (Items 19 and 20): The board approved a small land‑use amendment to make a rear parcel conforming residential and approved a companion rezoning to a neighborhood commercial standard for the frontage parcel consistent with Clay Hill overlay standards. Votes: motions carried 5-0.

- Lake Asbury interchange village center text amendment (Item 23): The board voted to transmit a text amendment clarifying standards for interchange village centers and increasing the allowable commercial share in those special nodes; staff will forward the amendment to state reviewers as part of the transmittal process. Vote to transmit: 5-0.

- Purchase of small property adjacent to Administration Building: The board authorized purchase of a roughly 0.1-acre parcel adjacent to county administration parking to square off and expand parking; county manager authorized to execute documents. Vote: 5-0.

- FY23–24 CAPER submission (CDBG): Grants staff presented the Consolidated Annual Performance and Evaluation Report for HUD for FY23–24 (paving, 16 home-rehab approvals, neighborhood cleanups). The board approved submission to HUD (deadline Dec. 28). Vote: 5-0.

- 2025 employee holiday schedule: After discussion about parity with collective-bargaining agreements and costs for public-safety overtime the board adopted the 2025 schedule and added Good Friday (2025-04-18) for county employees (note: contractual public‑safety holidays governed by labor agreements). Vote: 4-1.

Other notes

- Consent/procurement: The board agreed to invite the top three tourism/sports marketing RFP applicants to present to the commission before selection.

- Appointments: The board reappointed Mary Bridgeman, Joe Anzalone and Ralph Puckaber to the Planning Commission and reappointed a commissioner to the Green Cove Springs CRA seat.
