Council amends Chautauqua Park vacation ordinance to include Parks Board conditions and site-plan review

The Sioux City Council amended an ordinance to vacate a portion of Chautauqua Park to include conditions requested by the Parks and Recreation Board, and then proceeded with a rezoning hearing for the property.

Planning staff told the council the parks board’s recommended conditions include a U.S. Army Corps of Engineers approval because the property is in a floodplain and other site-specific restrictions may apply. “There be a Army Corps approval—that’s pretty standard,” planning staff said, and added that site-plan review and preservation of existing tree lines would be handled through the planning-and-zoning process.

A councilmember raised concerns about trail integrity and public safety, asking how increased truck traffic for the proposed development would affect people using the adjacent trail. Planning staff estimated the construction traffic at roughly five to ten trucks per day and said other mitigations—concrete work to prevent rocks ending up on the trail and possible paving—would be considered during site-plan review.

Council moved to add the Parks Board conditions to the ordinance via amendment and subsequently opened and closed the public hearing on the rezoning. The amended motion carried following electronic vote tallying.

Next steps: The amendment directs that the site plan return to planning and zoning (P&Z) for review; final development will be subject to Corps approval if required and subsequent P&Z/site-plan conditions.
