The Morrow County Board of Commissioners voted Dec. 23 to adopt the county's final 2025 general fund and outside‑fund budgets after staff identified a year‑end correction that increased projected carryover by $1,000,000.
County finance staff opened the budget hearing and invited commissioners' questions about outside funds, certificates and wage adjustments. Connie, who led the certificate review, told the board that a transfer into the county's 411 capital account had not been copied into the certificate. "We have over $1,000,000 and they've transferred $1,000,000 over to us," Connie said, adding she would update the official certificate and apologized to the commissioners.
The hearing also highlighted rising costs in the sheriff's correctional facility. Commissioners and staff said the county is receiving less revenue from housing out‑of‑county inmates than in prior years, increasing reliance on the general fund to cover local jail costs. Commissioners discussed wage adjustments across departments, with staff aiming for roughly 4–5 percent increases in many positions.
Commissioners corrected a budget line for childcare services that had been shown as $50,000; staff confirmed the intended figure is $80,000 and said they would fix the error in the budget documents. After making the necessary adjustments, the board returned to regular session and approved the final 2025 appropriations; roll call votes recorded affirmative votes from Abraham, Siegfried and Mason.
The board recessed and then concluded the session with brief announcements and holiday wishes. With the vote, the county authorized staff to finalize and publish the corrected certificate and budget documents for 2025.
