Champaign council approves appointments, plats, rezoning, contract extension and asylum‑seeker grant subrecipient agreements

At its Nov. 19 meeting, the Champaign City Council approved a package of routine and project items, including appointments, subdivision plats, a rezoning, a contract extension for parking management and subrecipient grant agreements for asylum‑seeker services.
The council consolidated and approved Council Bills 2024‑181 and 2024‑182 appointing Jason Dodds to the Code Review & Appeals Board and Benjamin Bloomer to the Human Relations Commission, respectively. Both motions were approved 8–0.
Council Bill 2024‑183 approved a preliminary final plat for Interstate Research Subdivision No. 2, subdividing roughly 9.73 acres on the north side of Interstate Drive between Research Road and Newmark Road; the approval included a waiver not to require sidewalks on Research Road subject to a condition to provide sidewalks along Interstate Drive frontage. Council Bill 2024‑184 approved the Gale Market Subdivision preliminary final plat, a 20.64‑acre tract west of Market Street noted to contain an existing solar farm. Council Bill 2024‑185 rezoned 605 North First Street from CB‑1 (Central Business Urban Fringe) to CB‑3 (Central Business Campus Town); each of these items passed by voice or roll call vote with unanimous council support.
The council authorized change order No. 4 with Heartland Parking Inc. of Peoria (Council Bill 2024‑187) for management services at the Hill Street parking deck: an additional $306,000 for an 18‑month extension; variable operating costs (about $15,000 monthly) were authorized for reimbursement. Including earlier change orders, the new contract total is $2,363,133.42 and the agreement now extends through June 30, 2026.
Council Bill 2024‑188 authorized the city manager to execute subrecipient agreements under the Supporting Municipalities for Asylum Seekers grant, allocating funds to local agencies: City of Champaign Township — $50,000; Cunningham Township — $360,612; New American Welcome Center — $209,895.72; and the Refugee Center — $89,197.97.
The council also approved vendor payments of $1,468,255.47 and payroll for Nov. 8, 2024, totaling $2,685,679.77. All votes reported in the meeting were unanimous (8–0) on recorded items.
The council adjourned after approving the items.
