Barbara Moore, speaking for the Emporia‑Greensville Regional Airport, asked the Greensville County Board of Supervisors on Feb. 3 for assistance in funding construction of an eight‑unit hangar. Moore said the airport has previously filled a 10‑unit hangar and currently has a waiting list, and that federal Bipartisan Infrastructure Law (BIL) funding has allocated the airport a series of grants she characterized as totaling roughly $400,000 over multiple years (she described an initial award of $110,000 and additional awards of approximately $113,000 in 2023 and 2024). Moore said the FAA will pay for hangar construction at 95% up to $550,000 with a 10% local share required.
Moore asked the county for $200,000 toward the project and requested a decision by the end of the week to meet grant paperwork timelines; she said payments could be spread across fiscal years (beginning 07/01/2025 and through FY26) rather than being paid all at once. When asked whether the project would proceed if the city declined to match funds, Moore said the airport runs jointly with the city and county and that a city refusal could imperil the airport’s ability to secure the full federal funding.
Supervisors did not commit funds at the meeting. One supervisor asked that Dr. Woolridge and county budget staff determine what is possible before the board makes a decision; Moore remained available for follow‑up contact and provided her contact information.
