Champaign recognizes retiring city manager Dorothy David; Joan Walls sworn in as city manager

Council members from multiple districts offered tributes in turn, praising David's mentorship and steady governance.
Following the tribute, Joan Walls was sworn in as city manager. Walls recited the oath to support the U.S. and Illinois constitutions and to faithfully discharge the duties of city manager. The council then moved on to routine business.
