Members said the ratio is uncommon and unlikely to affect Kansas programs; one member suggested the provision could be removed without major consequence. The committee moved to delete the clause; staff later confirmed the motion was made and seconded and the chair announced the motion carried.
David Fye said the change is not expected to be controversial or to affect many existing programs, and that staff will forward the committee's recommendation to the full board for consideration.
