BSRB reports CE Broker partnership, supervision manual updates and training reminders

David Fye, executive director of the Behavioral Sciences Regulatory Board, updated the Social Work Advisory Committee on several operational items: a voluntary CE Broker portal to streamline continuing-education audits, proposed supervision-rule language, and sections of the advisory committee training.
On continuing education, Fye said the board’s agreement with CE Broker will allow licensees to upload CE documentation into a portal that staff can review during audits. "It's a free service to the licensing agency, free service to the licensees," Fye said, noting that participation is voluntary but encouraged and that uploaded records should make audits faster.
On supervision, the committee reviewed a draft supervision manual and timeline designed to clarify steps for supervisors and supervisees. The advisory committee discussed a compromise statutory proposal for professional counseling supervision: "the proposal the advisory committee ultimately reached as a compromise solution would be to request statutory language to require half of the supervision hours for professional counseling to be provided by someone who is a board approved clinical professional counselor, but to allow for up to half of the hours to be provided by someone from another profession," Schendel said. Members discussed minimum timeframes (minimum two years to acquire supervision hours), removal of the prior six-year maximum (in regulations or under revision), and that client-hour-to-supervision ratios were removed last year.
Committee members recommended adding topics to the supervision manual and timeline, including clinician safety, clinical documentation, boundary/ethical issues, telehealth/technology practices (including confidentiality and HIPAA considerations), and cultural competence or humility. Staff agreed to incorporate those suggestions and return a final draft at the next meeting.
Fye also presented part of the annual training for advisory members, reviewing the BSRB’s mission as a public protection agency, agency structure (a composite board), statutory authority and regulatory processes, and requirements under the Kansas Open Meetings Act and Kansas Open Records Act. He summarized agency figures: roughly 16,000 active permanent licenses under the BSRB (social workers about 55% of that total), an annual budget around $1.1 million, and 162 complaints received in fiscal year 2024 (about 38 fewer than FY2023).
What happens next: staff will incorporate committee edits into the supervision manual and timeline, add the identified topical items, and circulate a revised draft. Participation in CE Broker remains voluntary; the board will continue to finalize procedural details for audits and licensing timelines.
