The Behavioral Sciences Regulatory Board (BSRB) told its Behavior Analyst Advisory Committee that it is midway through implementing CE Broker, a third‑party continuing‑education platform intended to simplify renewal audits for licensees.
David Fye, executive director for the BSRB, said the service — which already is integrated for four licensed professions in Kansas and is scheduled to be added for three more by year‑end — is optional for licensees. "If you utilize CE Broker and upload the documentation and assign it to categories, and you’re pulled for an audit, we can log into that portal, view the information, and improve your audit very quickly," Fye said.
The board is encouraging use of the platform but has not made it mandatory. Fye said the rollout team negotiated terms so that enrollment would remain voluntary; by contrast, some states require all licensees to use such portals. Committee members who had recently been audited reported that CE Broker would have eased the process because it avoids mailing original certificates.
Fye also said BSRB staff are updating regulations language that still references physical media and "original" wet signatures to reflect widespread electronic records; he framed the change as administrative cleanup rather than a change in substantive rules.
The BSRB plans to offer a CE Broker portal for preapproved providers — modeled on a social‑work preapproval process — and intends to pursue statutory language this spring to enable expanded preapproval and provider listings within the CE Broker system. Fye said the board supports the policy direction and will ask legislators to consider enabling statutory authority for preapproval options.
The executive director reiterated that the CE Broker service is free to licensing boards and may be free or fee‑based for individual providers depending on how those providers price their courses. He asked licensees to watch for implementation notices and to include their full license string (letters + space + numbers) when activating accounts to avoid mismatches with other states or professions.
The committee raised no formal objections; members said the platform should reduce audit burdens and improve record security compared with mailing physical certificates. The BSRB will continue to provide updates to advisory committees as additional professions are added.
The advisory committee received the update as part of the executive director’s report; no vote was required. The BSRB will post implementation notices on its website and provide user guidance to affected licensees.
