Kennett SD refines admission policy to clarify early-entry process for kindergarten and grade 1

Cassandra Jones presented a rewrite of Policy 201 (student admission), saying the draft clarifies entry ages and establishes a structured early-admission process.

"You'll see noted under kindergarten that the district's entry age for kindergarten is 4 years 11 months by September 1," Jones said, describing a change from a previous Sept. 30 cutoff. The draft also sets a minimum age for early-admission requests to kindergarten and first grade and outlines criteria for developmental readiness, academic skills (literacy and math) and social-emotional readiness.

Jones explained that an administrative "designated school team" (building principal, school counselor, school psychologist and a departmental administrator, along with the parent) would conduct direct assessments, observations and parent interviews and submit a recommendation to the superintendent or the superintendent's designee; final admission decisions would come from the superintendent and could be appealed or presented to the board for final approval.

Board members debated whether naming the school team belongs in board policy or in administrative procedures. Some members said specifying the team in policy prevents bypassing that step and ensures parents provide documented evidence rather than appealing directly to central office; others urged that the superintendent's approval channel remain explicit so the administration retains operational discretion.

The committee expressed broad support for the rewrite while asking staff to make formatting and cross-reference edits before forwarding it for board consideration.
