Council sends proposed citywide mural zoning changes to public hearing and asks inspector to advise

The Woburn City Council on Jan. 16 voted to refer a proposed zoning amendment, introduced by the planning board, that would add a definition of “mural” to the Woburn Zoning Ordinance and revise sign definitions and table notes to allow murals citywide in nonresidential districts.
Councilors said they were not aware of a specific project prompting the change and urged caution about content regulation. One councilor cautioned that First Amendment limits mean the city can regulate time, place and manner but not content. “We have to be just be careful what we say as far as content goes,” the councilor said.
Another councilor asked that Inspector Quinn or the department that enforces sign regulations be present at the committee discussion so staff can advise on enforceability and administration; the council adopted an amendment requesting Inspector Quinn attend the committee meeting. The motion to refer the amendment to a public hearing, with the amendment that the inspector be present in committee, passed by voice vote.
The committee will consider regulatory definitions, enforcement mechanisms and any draft content‑neutral standards (for example, time, place and manner restrictions) before returning a recommendation to the full council.
