Loudon City officials voted during a special-call meeting to offer the manager position to Mr. Goins after interviews with three finalists.
Council members moved and seconded a motion to extend an offer to Mr. Goins for the city manager role; a roll-call vote recorded four "Aye" votes from the council and the motion passed. The utilities board separately nominated and voted to offer him the utility manager post, with directors likewise voting in favor.
The votes followed several members’ remarks praising Mr. Goins’s leadership and fit. One board member said, "He showed his leadership characteristics," and added that Mr. Goins appeared to have the knowledge and temperament the board sought. Another participant said Mr. Goins "could pull people along" and emphasized leadership and fit as decisive factors.
Officials noted the hiring process was not limited to selecting a candidate—members said other resumes remain available and the board could decide not to hire any of the three finalists. When asked about timing, a meeting official said the start date was "being negotiated" and indicated a realistic target could be "first of the year," but that details had not been finalized.
The meeting included a mix of council and board members taking part in two separate formal votes to authorize offer negotiations; both motions carried. Chair and board members closed the meeting by thanking staff and signaling that, while the hiring vote clears the next procedural hurdle, the "hard part" of executing the role begins after onboarding. The meeting was then adjourned.
