Woburn commission schedules site visit for Charles O'Neil Drive certificate of compliance

The Woburn Conservation Commission agreed Feb. 22 to schedule a site visit at 9 a.m. Saturday to review a certificate of compliance application for 10–12 Charles O'Neil Drive (DP 348-0558).
Attorney Rainen Schechner, speaking for Patricia Avellez, said the property is a condominium and that the current owners consented to her filing. Schechner said consultant Farrell identified “some discrepancies” she described as “de minimis,” and urged the commission to inspect the grades and retaining features in person.
Commissioners raised a specific concern that a retaining wall and associated riprap may encroach into the 15-foot no-disturb zone on the right side of the duplex. Schechner said the developer, Mr. Coakley, did not respond to outreach and that site observations would clarify the extent and significance of changes. The commission settled on a Saturday morning site walk at 9 a.m.; Schechner said she would notify owners and follow up with staff.
The commission did not take a formal vote on the certificate at the meeting and directed staff to coordinate the site visit and report back.
