Council approves Woburn Kiwanis Flag Day special-event permit with police coordination condition

Attorney James Giuliano, representing the Woburn Kiwanis, asked the council to grant a special-event permit to hold the annual Flag Day festival at Library Park on June 8, 2024. He said organizers plan more activities for children, additional rides and fundraising that would keep the event largely free for attendees.
Councilors and the applicant discussed public-safety measures. One councilor asked that the police chief review logistics; the applicant said the police department had signed off on the permit and that organizers would rope off alcohol to contain it to a designated area. "We're gonna have more ... things for the kids, more rides ... and we're raising a lot of money for the event, in order to make it pretty much free for everybody," Giuliano said.
The council granted the special-event permit with the condition that Kiwanis work closely with the police department on staging, alcohol containment and operational details moving forward.
