Council adopts budget transfers, accepts donation and approves reappointments

At its June 4 meeting the Woburn City Council adopted a series of committee reports that moved funds between accounts, accepted a large donation for veterans, and confirmed reappointments.
The Finance Committee report to transfer $219,589.15 from various accounts to salary accounts related to the drug task force was adopted by vote. The council also approved a $50,000 transfer from the workers' compensation account to a veterans cash-aid account and a $48,500 transfer from Draper Street and signal accounts to a Nashor Street/Green and Nashor Street engineering project.
An order to transfer $110,000 from the cemetery interest fund to various cemetery accounts for FY2025 was adopted, and the council authorized the mayor to accept a $130,086 donation from the South End Italian Club for the veterans donation fund.
Councilors also approved a $100,000 transfer from stabilization SPED funds to SPED out‑of‑district accounts; several councilors praised Maureen Ryan for her work securing unexpected state funding that helped the city cover special‑education costs.
The council received and adopted a committee report regarding electricity community aggregation under Massachusetts General Laws chapter 164, section 134. Communications from the mayor recommending appointments (including Shannon Ryan to the Board of Registrars of Voters and Robert J. Klein to the Planning Board) were referred to the committee on personnel or handled as the committee reports indicated.
Other routine business included license renewals (taxicab, liquor, secondhand dealer) and approval of special-event permits; the council also voted to cancel the July 2 meeting and referred a late-filed proposed replacement of Title 13 (Public Services) of the municipal code to the Ordinance, Charter and Rules Committee.
