WOBURN — The City Council on June 18 continued a petition by Bombay Baking LLC doing business as Kapi & Company to modify a 2004 special permit that previously authorized a Starbucks at 350 Washington Street.
Attorney Joseph Taube told the council the petitioner seeks to operate Kapi & Company with hours proposed from 5 a.m. to 11 p.m. daily and without a drive-through. Traffic consultant Scott Thornton told the council that the transaction and trip-generation data provided to the planning department were developed by the applicant and were not based on actual customer counts; he said a supplemental letter with transaction details would be issued.
Ward councilor asked for at least one committee meeting to review the supplemental traffic data before the council acted. Council moved to continue the public hearing to the regular meeting of July 16 and to refer the matter to the Committee on Special Permits so members could review the additional traffic information and proposed conditions.
