Mark Hain, a project engineer for Kimberly Clark, told the commission the prefabricated, tensioned-fabric structure would store various grades of recycled paper used in the company's manufacturing process and would not be heated. He said the company has submitted a notice of intent to the Tennessee state agency and expects state-level review to follow.
The chair read the application packet, which listed Kimberly Clark as property owner and Mark Hain as applicant representative. Commissioners asked about site visibility and access; Hain said the building sits behind storage containers and midway up the hill near the site's tanks and will require grading and updated stormwater calculations.
Commissioners and staff noted the proposal does not require new public roads or off-site road improvements. After a brief exchange, an unidentified commissioner moved to approve the application and the motion carried.
The commission recorded no conditions requiring additional county road work. One commissioner later praised the reuse of recycled paper palettes in the project presentation.
The approval allows Kimberly Clark to proceed with site-disturbance and site-plan steps; construction permits and any required state approvals will follow.
